All of that wasn't enough for this movie, so they added YET ANOTHER villain. Georges St. Pierre has been cast as French villain BATROC THE LEAPER (Sacre Bleu!) as well. Just keep taking risks Marvel, it's been working well so far.

March 26 Update No. 3: Captain America: The Winter Soldier
So, a new cast member (and role) has joined the cast of this sequel. It wasn't enough to have Cap as a hero, so they added new sidekick Falcon, and unconfirmed but probably Sharon Carter, in addition to Black Widow, Nick Fury, Jasper Sitwell, and Maria Hill. Then for villains, Bucky returning as now-evil Winter Soldier wasn't big enough, so they added Crossbones, and brought back Arnim Zola from the first film.
