The inscription on Thor's hammer, Mjolnir, is first shown in Thor's first comic appearance: Journey into Mystery no. 83.
"Whosoever holds this hammer, if he be worthy, shall possess the power of Thor"
This message was repeated verbatim in the 2011 film by Anthony Hopkins as Odin.
